Johannesburg's border identity upgrade outpaces its customer AI plans

South Africa's ETA and movement-control systems have reached Johannesburg, according to the government. A proposed Microsoft customer-service platform remains without a confirmed go-live.

The available operating evidence

At an international hub, immigration processing and airport customer service are operated by different organisations.

The Home Affairs minister reported the ETA and EMCS 2.0 introduction in August 2026, including facial identity verification.

The 2023 ACSA-Microsoft project was an integration ambition; that announcement does not establish a live AI airport assistant.

Johannesburg's border identity upgrade outpaces its customer AI plans

The operational problem

Border officials must identify legitimate travellers while handling questionable applications fairly.

What the sources report

The South African government described ETA use at O. R. Tambo and other airports, supported by EMCS 2.0 facial checks.

Why it matters

The system's stated governance and public operator make the legal and operational context inspectable.

What remains unproven

The reported national pilot application counts are not Johannesburg-specific model-accuracy or queuing outcomes.

ACSA plan for a Microsoft-based customer-services platform, reported 2023 · Reported · unverified

Airports Company South Africa was working on a R150 million initiative with Microsoft to integrate its customer services, ITWeb reported on 14 July 2023. Chief information officer Mthokozisi Mncwabe described the project as bringing together customer services that had been run separately, with AI part of a "know you better, serve you better" approach.

News24 reported on 21 July 2023 that the plan was for a centralised customer-services platform bringing together flight, car-hire and hotel bookings across ACSA's nine airports. ACSA has not announced a go-live.

Where the evidence points

Johannesburg's next useful evidence would separate results from immigration identity verification and the independent airline passenger-service programme.
